Are you passionate about the environment and want to make a difference?  DEQ has an open opportunity for an Environmental Program Supervisor I.* It is full-time (40 hours per week) with State Benefits. *This position is physically HOME-BASED.The Environmental Program Supervisor will work from his/her home and a computer, office equipment, business telephone line, transportation, etc. will be provided.This Environmental Program Supervisor I position will supervise environmental specialists performing inspections of UST facilities to ensure compliance with UST operating permit requirements. The position is responsible for coordinating all inspection activities, ensuring that inspection goals are accomplished and that inspections are performed properly and consistently across the state.  Key Responsibilities:

  • The Environmental Supervisor will be responsible for meeting DEQ and EPA inspection and enforcement requirements and for assisting the Branch Head by designing and carrying out leak prevention studies. 
  • The Environmental Supervisor will be responsible for hiring and training all new inspectors, drafting and reviewing work plans, approving timesheets and addressing technical and personnel issues. 
  • In addition, the Environmental Supervisor will be responsible for seeing that all inspectors receive appropriate health and safety training and perform their job in accordance with this training. 
  • If necessary, this position will be expected to serve as an expert witness in administrative hearings involving UST technical requirements. 
  • In addition, this position will be required to provide technical assistance to the regulated community, the general public, UST contractors and other interested parties through written correspondence, telephone discussions or through face-to-face meetings or formal presentations.

The Division of Waste Management:The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields programs. Underground Storage Tank Section:

The UST Section is responsible for (1) registering, permitting and inspecting all regulated underground storage tanks;  (2) investigating release incidents and reviewing and providing oversight of site assessment and corrective action plans and activities;  (3) determining the eligibilities of responsible parties for reimbursements from the Trust Funds, and reviewing auditing, and paying reimbursement claims;   (4) tracking all UST release incidents, tank closures, and groundwater contamination incidents;  and (5) conducting site assessments and remedial actions using State and Federal funds when responsible parties are incapable of doing so.  Click here to learn more about the Division of Waste Management.

Management Preference:

  • Demonstrated experience in conducting regulatory inspections of underground storage tank systems.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. See oshr.nc.gov/experience-guide for details.   Bachelor’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of progressive experience in environmental work; or an equivalent combination of education and experience.
