As a Task Order Program Manager, you will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Intelligence Warfighting Function (IWfF)mission areas. The USAREUR-AF Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations. You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command.


  • Provide overall leadership and guidance for all Contractor personnel assigned to the TO including assigning taskings to Contractor personnel, supervising on-going technical efforts, and managing overall TO performance.
  • Oversee the quality and efficiency of the TO, to include both technical issues and business processes.
  • Establish Direct Accountability: The Contractor shall establish a direct line of accountability to their top management at the Mission Partner site, ensuring effective communication and coordination.
  • Project Management and Administration: The Contractor shall address the overall project management and administration requirements specific to the Mission Partner site, adhering to the TO guidelines and instructions.
  • Comprehensive Program Development: The Contractor shall develop and implement a comprehensive program tailored to the Mission Partner sites, encompassing the production, delivery, and tracking of Contractor products as specified in the Deliverables table provided in the Task Order.
  • Service Coverage and Prioritization: The Contractor shall ensure the coverage of all services outlined in the Task Order. Additionally, the Contractor shall prioritize and concentrate on delivering the most essential services identified in the PRS applicable to the Mission Partner site.
  • Deficiency Identification and Corrective Actions: The Contractor shall describe an acceptable method, approved by the government, for identifying any deficiencies in service quality performed under this TO at the Mission Partner site. This method shall enable proactive identification and prompt initiation of corrective actions without relying on government direction.
  • Inspection System Implementation: The Contractor shall establish a comprehensive inspection system that covers all services required by the TO at the Mission Partner site. The inspection plan shall specify areas to be inspected, including both scheduled and unscheduled inspections, and provide the name and title of the individual responsible for conducting the inspections. The plan shall incorporate specific quality control techniques aligned with the contract services identified in the PRS. The quality control methods shall be comprehensive and adaptable to the reporting systems approved by the Quality Control Program (QCP) and Program Management Office (PMO). Additionally, the inspection plan shall include a customer complaint feedback system for the correction of validated complaints and timely communication of corrections to the customers. The Contractor shall describe how users or other interested parties can identify problem areas or situations and communicate them effectively to the Contractor. The customer complaint program shall align with the reporting and communication systems of the QCP.
  • Documentation and Reporting: The Contractor shall maintain documentation of all quality control inspections and corrective actions throughout the term of the contract at the Mission Partner site. Copies of inspection documents shall be provided to the CO or COR upon request. The Contractor shall describe the methods for direct and indirect communication with the government regarding the performance of the contract, ensuring effective reporting and compliance.
  • Regular Meetings and Informal Communications: The Contractor shall conduct regular and formal meetings with the government at the Mission Partner site, as specified in the Task Order. The Contractor shall propose appropriate formats and schedules for informal communications, such as periodic emails to the COR, ensuring efficient and timely exchange of information.

Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
