This role will act as the MLRO and provide compliance and financial crime advice to the business and other assurance activities duties including policy development and monitoring to ensure that Quilter Cheviot International Limited remains in compliance with the relevant regulatory requirements, guidance and feedback.

To support the Head of Compliance in ensuring QCIL is able to demonstrate ongoing compliance with all its legal and regulatory obligations:

  • Deputise for the Head of Compliance in their absence including attendance at relevant forums / committees.
  • To provide advice and support to the business on all compliance and regulatory matters.
  • To undertake any tasks as required from time to time by the Head of Compliance.
  • In conjunction with the QCIL Governance, Risk and Controls Officer (GRC Officer), review and update the QCIL Business Risk Assessment (BRA).
  • Undertake compliance monitoring in conjunction with the Quilter Cheviot UK Compliance Team and ensure the Compliance Monitoring Plan remains up to date following the output from the BRA.
  • Assist with any training requirements identified through the monitoring and testing programme.
  • Review and carry out Introducer testing and risk assessment(s).
  • Monitor and maintain such registers, including conflicts of interest, as required under the Jersey regulations and assist GRC Officer in identifying any patterns that may suggest a failure in existing systems and controls.
  • Assist with maintaining an effective compliance culture.
  • Review of PA Dealing and Gift and Entertainment requests / declarations.
  • Review and approval of financial promotions.
  • Review and maintain systems and controls and internal policies and procedures to ensure that QCIL is able to demonstrate compliance with all regulatory legislation, Code(s), guidance and feedback issued by the JFSC.
  • Assist with the review and update of the AML/CFT/CPF Business Risk Assessment on an annual basis or more frequently as an when required.

MLRO Responsibilities

  • To receive and consider internal SARs in accordance with internal reporting procedures.
  • To disclose SARs to the Joint Financial Crime Unit (JFCU) where the MLRO knows or suspects, or has reasonable grounds for knowing or suspecting, that another person is engaged in money laundering.
  • Support the business in managing client relationships effectively post-disclosure so as to avoid ‘tipping off’.
  • To provide written MLRO reports to the Board on a regular and ad-hoc basis, as necessary.
  • To maintain a record of all SARs and supporting documents, as required by the relevant laws and regulations.
  • To maintain a record of all requests for information from law enforcement authorities and records relating to all internal and externals SARs.
  • Where permitted to do so by regulation, report to the Financial Crime team in the UK all local developments, issues and internal suspicious activity reports, to ensure a consistent approach across the firm and compliance with any dual reporting obligations.
  • To act as the liaison point with the Regulator and JFCU and any other external party in relation to money laundering, the financing of terrorism and the financing of proliferation.
  • To provide training on AML/CFT/ CPF to Quilter Cheviot International Limited colleagues.
  • Liaison with the Quilter Group MLRO in respect of the above and other financial crime matters, including dissemination of intelligence and Liaison Notices from the JFCU that may impact on the Group.
  • To routinely monitor the performance of any deputy MLROs by: –
  • sampling records containing internal SAR and supporting information and documentation.
  • decisions of the deputy MLRO concerning whether to make an external SAR; and
  • the bases for decisions taken.

About You

  • Previous compliance / AML experience essential
  • Professional qualification relevant to Compliance and Financial Crime.
  • Demonstrable Compliance/Financial Crime knowledge and experience within financial services is essential.
  • Currently hold a Key Person role.
  • Handles tasks with thoroughness and accuracy. Recognises and resolves errors.

  • Written communication is concise and well presented, using appropriate grammar, style and language.
  • Has technical knowledge appropriate to the role, including relevant computer systems, and keeps this knowledge up to date.
